Were any 20 Francs of the First Empire struck outside France?

Yes. For the laureate head type of 1809 to 1814, besides Paris (A) and mints such as Bordeaux (K), Toulouse (M) or Lille (W), mints now located in Italy and the Netherlands are recorded: Genoa (CL), Rome (R), Turin (U) and Utrecht. The mint mark is read on the reverse, after the date.

Is the reverse wreath the same on every 20 Francs of the First Empire?

No. From An 13 to 1806, the value is surrounded by two olive branches; from 1807 onwards, by two laurel branches, first on a transitional type that keeps the emperor's bare head, then on the laureate head types.

DIEU PROTEGE LA FRANCE, incuse, on each of the recorded types from 1804 to 1814.
